In the episode Let's Go to the Hop, when Peter is dancing on the table with the students, if you watch his head carefully, it shrinks. On the DVD box set, the commentary tells it shrinks to about a quartar of what it started out as

No, he is really shrinking. If you listen to the commentary on the DVD, Seth MacFarlane actually points this out.
