Casino - My Brother-in-Law and My Cousin
When Sam wants to fire the "juiced-in local cowboy" for having a messy work station, Billy Sherbert says, "You can't fire him because he is the county commissioner's cousin." However, after Sam does fire him, the county commissioner comes into Sam's office and states that, "He is my brother-in-law, and I would consider it a personal favor," making it a slip-up.

Considering their drawls and that Las Vegas does indeed have quite a few 'Okies', it's quite possible for Don Ward to be both brother-in-law and cousin (FIRST cousin is implied, but many families, especially from the South, regard second cousins, first cousins "once removed", etc. as "Kin" and just use the term "cousin" to avoid unnecessary detail) to him. Indeed, if Don is a first cousin to Pat, then obviously Don married Pat's sister (likely his "baby" sister, and if Pat is the eldest child in that probably large family, there's some years between them, and he ensures that his little sister's husband, though he agrees with Ace about his stupidity, will have a job to provide for her. But likely it's more than simple nepotism. Ace may have considered that Don isn't as stupid as he presents himself to be, but is in fact corrupt, but wasn't adept enough to hide it. Don may also be a spy for Pat, as the local politicians are quite aware that the Tangiers is "mobbed up", and with this outsider making radical changes to make the casino profitable and "legit", they want one of their own keeping an eye on things. Like in earlier scenes where visiting fellow mobsters and the blackjack cheating pair are given a "friendly" ONE-TIME warning to go away, Ace's job is to ensure that the Tangiers makes more than enough to satisfy the bosses "back home" from the skim while maintaining the appearance of a well-run legitimate gaming house.
