Dragonball Z - Sixteen's Faulty Logic Circuits
Watch when Cell is destroying the islands. The two remaining Androids are hiding on an island. A rock flies by and 18 is about to shoot it, but 16 says that Cell would sense her blast. But Androids don't have power levels, so he couldn't have sensed the blast. This is also evident when Cell is perfect and 16 sneaks up behind him and grabs him. Piccolo says that Cell couldn't detect him because he's an android. So that means that if 18 fired a blast, Cell could not sense it.

I'm just wondering, but can they sense ATTACKS but not the person themselves? Like when #16 sneaks up behind cell and tries to self-destruct, cell couldn't sense him then! Or maybe cell could just see it, I don't know. Then why did they say 'sense' instead of 'see'?

The androids can sense power levels. This is shown when Cell has become perfect and 16 is about to attack. Cell is facing away from 16 and stops 16 by saying ah ah 16, I wouldn't do that if you value what's left of your head. Also while Vegeta was fighting cell in his second form 16 was constantly saying whose power was rising or lowering. Cell especially should be able to sense power levels since he is made from the cells of the z fighters and Frieza.
