When the asteroid first hits the fat dude and the dude on the bike's dog falls into the crater and is hanging by its leash, a quick look will reveal that the dog isn't hanging by its neck, but by a type of leash that wraps around its legs. Maybe they make new leashes like that, but it seemed like something designed by the crew to keep the dog from hanging by its neck.
There are some people who consider traditional collars cruel, and unsafe. If you check at any pet store, you will find harnesses like the dog was wearing in the movie.
Hello it's obvious that the dog doesn't have a "special leash" as you put it. He simply is wearing a harness, which to me makes sense. (Hey, we even have one for our dog!) It makes it easier to walk them!
